Judy Penman joined the Los Angeles Regional Office of the U. S. Department of Labor’s Employee Benefits Security Administration (EBSA) in 2001 as a Senior Benefits Advisor Los Angeles Regional Office- Outreach Coordinator. Ms. Penman develops outreach opportunities in conjunction with various government and nonprofit entities throughout Southern California, Arizona and Hawaii that educate private sector employees, employers and service providers about employee benefits subject to the Employee Retirement Income Security Act, including COBRA and HIPAA. In addition, Ms. Penman assists employee benefit participants, plan administrators, and employers in resolving individual benefit disputes and enforcing Title 1 of ERISA, COBRA and HIPAA and COBRA ARRA issues.
Prior to joining EBSA, Ms. Penman enjoyed more than twenty-five years in the insurance industry. While working at the State of California Department of Insurance (CDI), Ms. Penman focused on health insurance issues, specializing in matters concerning COBRA and HIPAA. In addition, Ms. Penman created and coordinated the CDI’s consumer education outreach program for 17 years.
Ms. Penman holds a Bachelor of Science Degree and Masters Degree in Business Administration.
