Miami Dade County Public Schools
Mr. Scott B. Clark is the Risk and Benefits Officer of the Office of Risk and Benefits Management for the Miami-Dade County School Board, the fourth largest school system in the nation with over 45,000 employees and 355,000 students. Mr. Clark’s responsibilities include the oversight of the District’s Risk Management programs, including operational, strategic risk management, as well as well as the District’s employee benefit programs encompassing a budget with annual expenditures of approximately $500 million.
Mr. Clark’s 29-year career with the district includes management of its traditional risk operations including property, casualty, employee benefits and loss prevention programs, as well as the creation of an Enterprise Risk Management platform, protecting district physical assets of approximately $9 billion and annual budgets of approximately $4.5 billion. Prior to his positions with Miami-Dade County Public Schools, Mr. Clark was employed in the insurance industry in fields including claims administration, underwriting, marketing, and the creation of self insured programs.
Mr. Clark served as President of the Risk and Insurance Management Society (RIMS) in 2011, having served a total of 12 years on the Board of Directors, through 2012. Currently, he serves the Society as a member of the External Affairs Committee and continues to serve as the Chair of the Board of Trustees for the Society’s Political Action Committee, RiskPac. He is also serving as Vice President of the Greater Miami Chapter and is serving as Co-Chair of the Conference Committee for the 40th Annual Joint Florida RIMS Educational Conference.
In 2012, Mr. Clark began serving on the Executive Council for the School of Workers’ Compensation for the Claims and Litigation Management Alliance (CLM), where he has been a member since 2011. He also serves as a member of the Board of Directors of the Public School Risk Institute (PSRI); is a member of the Public Risk and Insurance Management Association (PRIMA); and is Past President and a recipient of many awards including the Florida Educational Risk Management Association (FERMA) Hall of Fame Award in 2010. He has recently been appointed as a member of the Advisory Board of the Florida State University (FSU) Center for Insurance Research.
In May, 2007 Mr. Clark was named as a member of Business Insurance Risk Manager of the Year Honor Roll in which he was selected as one of the top four Risk Managers in the country and the only public entity/governmental Risk Manager having received the reward for that year. In 2010 Mr. Clark received the Risk and Insurance Magazine’s Risk Innovator Award. Most recently, Mr. Clark received the Ron Judd Heart of RIMS Award in 2013 and the Richard W. Bland Award for work in Legislative Affairs for RIMS in 2014.
Under his leadership Miami-Dade County Public Schools won both the 2013 Theodore Roosevelt Workers’ Compensation Disability Management Award from Risk and Insurance Magazine as well as the Property/Casualty 360 Excellence in Workers’ Compensation and Risk Management Award from National Underwriter Magazine.
Mr. Clark began serving as member of the Board of Directors of Merchants Property Insurance Company of Indiana, a family-owned regional property insurer, beginning in 2011 after the death of his father Mr. Ralph B. Clark, who served in that capacity for 42 years.
